December Recon Watch: The Living Tracker
This is a living page. For the first time, the Russell indexes will reconstitute in December — and between now and the effective date, this tracker is where SCN logs everything that matters: the official clock, the candidate classes we're watching, and dated entries as the evidence arrives. It updates weekly (and same-day on major recon news) through December 11. Bookmark it; the background reading is our field guide to the semi-annual reconstitution.
The official clock
Friday, October 30 — Rank Day. Market capitalization at this close decides December membership. Everything on this page points at this date.
Friday, November 13 — preliminary add/delete lists, updated November 20, November 27 and December 4. The first hard data on who's in and out.
Friday, December 11 — effective after the close. The second recon trade of the year goes live.
What we track
Graduation candidates. Index eligibility requires an exchange listing, so every OTC company that uplists before October 30 puts itself in the December conversation — the timeline compression we mapped in the uplisting playbook.
The breakpoint zone. At the June 2026 reconstitution the small/large line sat near $5.7 billion and the Russell 2000's floor near $146 million; December's lines will be drawn fresh from rank-day values. Names hovering near either boundary become tug-of-war trades as October 30 approaches.
Deletion mechanics. Members whose market caps have slid far below the floor face mechanical index selling into December 11 — arithmetic, not a verdict, and occasionally the source of orphaned-quality setups our screens exist to catch.

Sep 2, 2026 — Tracker opened. The clock above reflects FTSE Russell's published schedule for the first December reconstitution. Rank day is under nine weeks out.
Jul 30, 2026 — First eligibility names. COPR and CEPL completed their OTC graduations, per our Uplisting Watch coverage — both now hold the exchange listing December eligibility requires. Whether either makes the index is a rank-day market-cap question, which we'll check against the November 13 preliminary lists.
Next update — weekly on Mondays: new uplisting announcements, names entering the breakpoint zone, and — from November 13 — the preliminary lists themselves, reconciled against this log.

Recon flows are calendar-driven and mechanical — an addition brings forced buying on December 11, a deletion forced selling, neither a judgment of the business.
